If a seller or eBay guarantees you a specific delivery date, unless they are driving the delivery vehicle, it is not possible. Once a package leaves my hands, movement is out of my control and I cannot guarantee a specific delivery date.
The Postmaster has announced changes affecting delivery by several days.
All I can do to help you is file a missing package case after the required 10 day waiting period on undelivered items. I'm happy to use FedEx or UPS if you request that in advance, but cost is approximately more for a small package.
