    Past Honda rated this engine at 13hp Honda now is rating it at 11.7hp. EPA / Gov now requires engines simply be rated by the engine CC size since torque is measured as a result of engine RPM and therefore depending what RPM it is tested at the HP will very. Therefore the Gov stepped in and said can only "state" CC size not HP when selling.
